Can I teem and ladle my private pensions to reduce tax?

I have two private pensions, come April if I cashed the whole of one in under the new rules and then invested the portion which would attract tax into the second stakeholder pension would I avoid the tax this year and then be able to take twenty five percent tax free of the now larger stakeholder fund next year.
