Unwanted calls to our number

A Mr X, who appears to live near us, gets a lot of calls to our number from companies eager to speak to him about his account. Even HMRC has our phone on their records for him! Companies just say 'Oh, we got the number from our UK Database.' Two questions, please - Could this affect our credit rating? Who do I go to to register that this is not his phone number without just shouting down the phone at all the companies who need his urgent attention?
