VAT for Boiler installation and annual service

I have installed a brand new combi boiler in 2012 and since then have serviced by paying an annual service charge to a local boiler installation and maintenance company. They have charged 20% VAT for the installation and for the annual service and I have the bills to prove it. Is it true that they should only charge 5% VAT rather than 20%. And If yes then what should I do now? What are my options to claim back the money? Should I also talk to HMRC or OFT or Citizen Advice Bureau etc. Thanks.
