who to go to after the Financial Serices Compensation Scheme

Hi i hope someone will be able to point me in the right direction as to what to do now with regards to; In 1992 i left the army and was advised by an IFA to transfer my preserved pension rights to a private pension which i did. I recently contacted the FSCS as the IFA is no longer in business and received there judgement after 6 months. Basically they tell me that as my investment was transferred on the 10th of june 1992 and the IFA was not fully authorised until the 26th of June 1992 with FIMBRA under their rules the cannot compensate me. What i am really confused about is can someone give advice if not authorised? Can Scottish Equitable (now AEGON) take an investment from an IFA who is not authorised? I am really confused and angry and would really like a bit of help
