878If your brother has Power of Attorney to look after your father's affairs, then he can apply. Otherwise your father must do it.
There is more than one way to get the benefit as he is in another EC country. He could get it direct or he could use it as a credit towards an Irish benefit. Contact the Overseas Branch at Newcastle. They should say what is needed.
