    There is no BEST. It depends on your circumstances and objectives. Unless you are clear about that, AND are likely to become a higher rate taxpayer now or in the future, you are better off sticking with cash isas and investing in the stock market without an isa wrapper which constrains you to an extent, as well as costing you management charges.

    Go for the lowest TER (Total Expense Ratio) which would probably be an All-Share Tracker. Paying higher fees does not get you better results generally.

    Unless you are ever likely to disinvest in large chunks (significantly more the £10,000 per year) then there is no advantage with a S&S ISA unless you are a higher rate taxpayer.
