Does someone have to fill out self assessment if not earning?

Hi, my dad just turned 65 he hasn't worked for several years and hasn't claimed any benefits. He's been travelling around europe basically helping out friends in return for board & lodging... I would guess he earns no more than £4000 a year. He recently had a heart attack in France and has come back to the UK to claim money back for his prescriptions and now HMRC say he hasn't filled in a tax return and according to them he doesn't exsist. He has a NI number and EHIC have him registered in UK as do his private pension company. So my question is how can we go about getting this resolved? HMRC won't speak to me and the stress is doing my dad no good at all! If anyone can give me any advice i'd be extremely grateful. Thanks Jo
