Help! - I need to close a current account abroad.

I have an account with Raifessen Bank in Bulgaria. It only has about 80 Euros in it but I do not need it any more and want to close it. I have asked them to do this and transfer money to a uk based euro account but they will not do it. They say I have to go to Bulgaria to close it. :( The other alternative is to send someone with a power of attorney on my behalf to close it. Both options are not economically viable for 80 Euros. I went to a Raifessen branch last week while on holiday in Austria and they told me they could not let me withdraw cash or close the account even though I had my passport with me. The man in the bank said my UK bank could close the foreign account for me from the UK. I rang my UK bank today - and surprise surprise - they can't. I am not able to pay a bill or do anything with my 80 Euros and it is driving me bonkers. Any advice appreciated.
