PPI Claim Out of Statute?

I issued a SAR to a catalogue company recently and the results revealed that at the inception of the account they applied PPI which, being young and irresponsible at the time, I didn't notice. I have written to them asking for the money back plus interest but they are using the "statute barred" excuse. Are PPI claims statute barred? The FOS website is unclear and I am tempted to just go ahead and put in a claim via the county court as the company are being obstructive and are saying that they can't provide any documentation in relation to the PPI but are "assuming" I requested it. I most certainly did not. Any advice would be most gratefully received. Thank you.
