Is the Carbon Advisory Council legitimate?

I have been cold called from a company called the Carbon Advisory Council, they say they are a British specialist financial company but the telephone number had a Spanish prefix.

I am thinking of investing into carbon credits with them and I have been told I can invest for just over 2k. To do this however I must first sign up to HiFX International Payments [www.hifx.com] and I wanted to get some advise from you guys if this company is genuine. I am a little worried that if they don't have a bank account themselves then they may not be genuine?
