How to close the uncloseable account?

A bit of backstory: In August I opened a Next Directory account as I wanted a suit for my brother's wedding from their website and opening an account with them was the only way to buy it online. The bad APR didn't faze me as in the end I paid it off immediately. Unfortunately our lease was unexpectedly terminated so I moved in September, and when I tried to use the account for the suit they told me I had to open a new one at my new address as I hadn't bought anything whilst at the old address. Six months on they won't close the first account. I've asked three times in the last three months, twice via their email system and once over the phone and it just. won't. die. They assure me each time that they've just gone and closed it but it's still showing up as active on my credit record and I can still login to it. I'm worried as whoever's moved into my old address could abuse it, and I told them last time that if it's still open in a week then I'll write to their chairman. And since it's still open and I'll be writing letters (sent by recorded post) this evening who else can I contact about this? Would they be regulated by anybody for offering credit? Thanks :)
