Can one transfer a cash ISA more than once a year?

I transferred my cash ISA of just over £20,000 at the beginning of the new tax year, to NATWEST E-ISA.to benefit from the 3.51% rate at the time. Apart from the fact that their rate has gone down to -I think, 1.98% now, they never honoured the 3.51% rate, due to taking so long over making the transfer, just about 2 months. I feel duped, however due to being exceptionally preoccupied with other things di not complain, and actually added some of my allowance for this year. It is not a fixed rate ISA- Is it possible to transfer it again this financial year?

    I did do an e-isa 3.51% variable

it is now 3.21%var. cant say that I had seen the change notified anywhere.

to get the 3.51 rate you had to be 'in' b4 14/5/09

Thanks very much Champ69. With your information I felt more confident to chase it up, and have been told I am indeed owed some interest, which I am now waiting for .
